The Position:
Under direction, this position provides leadership for the
Office of Paratransit and is responsible for the development of
all divisions goals, objectives, and priorities. The person
in this position directs, plans, organizes all functions
including, specialized transportation communications,
hybrid service dispatching, and specialized transportation
dispatching; customer service call center, specialized
transportation operations; community outreach relations, quality
assurance, service quality, and distribution of Pierce
Transits information to the public. The person in this
position is responsible for problem solving and mediating highly
conflicting, unexpected, and sensitive issues involving
represented and non-represented employees, the union, and
customers. The Director of Paratransit mentors, supervises,
trains, and evaluates the performance of assigned
personnel. The Director of Paratransit is an essential
member of Pierce Transits leadership team. Performs
other related work.
Essential functions include: Leads, directs, and plans
activities related to the Agencys Paratransit program.
Provides leadership and direction to the Office of Paratransit.
Develops and monitors implementation of division goals,
objectives, priorities, and the effectiveness of service delivery
methods, to ensure the overall system supports employees in
providing high quality service to the community. Establishes and
preserves strong relationships and within Pierce County,
regionally, and nationally as they relate to paratransit
activities. Provides strategic level advice to the Executive and
Leadership Teams regarding specialized transportation
opportunities. Applies experience with managing and coordinating
complex systems, and recognizing the interdependence of the
various elements of Transportation Services, provides a holistic
perspective and vision in conducting analyses, prepares
recommendations, and contributes to strategic planning
endeavors. Produces accurate, timely, quantitative, and
useful analysis of specialized transportation data. Oversees the
investigation of complaints, related to specialized
transportation operations, administration, eligibility, and Bus
Plus services. Analyzes reports of findings and recommends
responses to customer service issues, taking into careful
consideration the complexity of the issues involved. Oversees
plans and communicates project progress to the Vice President of
Transportation Services, the Executive and Leadership Teams, and
other requesting departments. Ensures and encourages cooperation
and collaboration with Agency personnel, department Directors and
other division personnel, public agencies, community groups,
vendors, customers, transit agencies, and others to exchange
information and resolve issues related to customer service,
community outreach relations, quality assurance and service
quality. Ensures the Office conforms to the Agencys
mission, goals, and objectives; and develops an annual work plan
and strategies to achieve stated goals. Supervises and evaluates
the performance of division personnel; selects, orients, and
counsels employees; trains management staff; disciplines and
terminates personnel as necessary. Reviews the call statistics
and provides guidance to the managers in tracking trends, call
volume and time on each call to identify strategic opportunities.
Works collaboratively with the union to resolve issues at the
earliest possible stage; may serve on the Agencys
negotiating team to negotiate labor contracts and side agreements
as necessary. Responds to grievances, complaints, lawsuits, and
arbitrations as required; may represent the Agency at hearings
and arbitrations as requested. Directs the preparation,
maintenance, and distribution of records, reports, statistics,
and other materials for use by the Agency and local, State, and
Federal agencies as required. Attends, chairs, and conducts a
variety of meetings within the Agency and in the community;
serves on committees; makes oral presentations at meetings,
including Board of Commissioners meetings. Represents the Agency
on regional transit service projects; providing a customer
service and quality assurance perspective as necessary.
Hiring Range: $83,435 $106,488
annually, paid on a bi-weekly basis. (Salary range up to $123,272
annually.)
Minimum Qualifications:
Required: Bachelors Degree in Communications, Public
Administration, Business, Management, or a related field; ten
years of increasingly responsible professional level experience
in transit operations, including a minimum of six years of
management level experience in a paratransit organization
(including operations, dispatching and administrative
responsibilities); or, an equivalent combination of education and
experience sufficient to successfully perform the essential
duties of the job such as those listed above. Formal training or
experience in working with members of the disabled community; and
a firm understanding of the requirements of the Americans with
Disabilities Act.
Knowledge & Abilities:
Knowledge of: Management, supervisory, and
leadership skills; rapid cycle improvement processes; methods,
practices, and procedures involved in management of a public
transit system, commercial drivers, and labor relations; customer
service, communication, community outreach, hybrid
services, specialized transportation service; community relations
principles and practices; federal and state public transportation
laws and regulations; principles of training; oral and written
communication skills; public speaking techniques; Agency
policies, procedures, and practices; budget preparation; and
contract administration. Skill in: Planning, organizing,
and directing the activities, functions, and personnel in the
paratransit organization; monitoring the effectiveness of service
delivery methods to ensure the overall system supports employees
in providing high quality service to the community; mobile
communications, developing work plans, goals, and objectives;
communicating effectively both orally and in writing;
establishing and maintaining effective and cooperative working
relationships with internal and external customers; providing for
employee professional development; supervising, training and
evaluating the performance of assigned personnel; developing and
administering a budget. Working and communicating with
members of the disabled community.

MECHANIC
POSITIONS

Mechanic I Position:
Will assist in the mechanical repair of various types of
transit vehicles including replacing and repairing engines,
alternators, starters, transmissions, differentials, drive lines,
radiators, and air and brake systems. Will assist with the
tune-up of various types of equipment involving either compressed
natural gas or diesel fueled engines; perform routine inspection
of the mechanical operation of buses, trucks, vans and
automobiles; tear down and rebuild system components, parts and
air and hydraulic lines, fitting, and piping; perform complete
maintenance and repair of brake, suspension and steering systems;
grease and lubricate buses, trucks, vans and automobiles; fill
fuel tanks, check oil levels and service batteries; perform other
related duties as assigned.
Starting Wage: $21.80 per hour
Wage Range: $21.80 - $25.52 per hour
Minimum Qualifications:
Required: Three years experience in mechanical repair
work on automotive or diesel equipment. Desired:
Apprenticeship training on diesel equipment and air brake
systems. Completion of a heavy duty vehicle program at an
accredited technical school or college.
Knowledge and Abilities:
Knowledge of: the operating principles
and functions of all diesel and gasoline internal combustion
engines, brake, suspension and steering systems and the hazards
and safety precautions followed in heavy equipment repair shops. Ability
to: use jacks, wrenches, grease guns, hydraulic
hoists, cleaning materials and other tools and equipment used in
the service and repair of heavy equipment; understand and carry
out both oral and written instructions; work as a team with other
employees in a directed work team environment; conceptualize the
work required, through personal observation or a verbal
description, and determine what is necessary to obtain quality
results; perform computerized work order methods and procedures;
pass a job related examination; pass federally required drug and
alcohol testing mandates; drive all job related vehicles and
maintain a valid WA State drivers license and CDL with
endorsements as required.
Journey Level Mechanic Position:
Performs skilled mechanical tasks in preventive maintenance,
troubleshooting and repair of natural gas and diesel powered
vehicles and equipment.Essential functions: systematic diagnosing
of malfunctions to include fuel, electrical systems, programmable
logic controls and mechanical systems. Also includes repairing,
adjusting or replacing complete or integral parts of natural gas,
diesel and gasoline engines, transmissions, drive trains and
differentials, lubrication, cooling, exhaust and air or hydraulic
systems; removing, rebuilding and replacing automatic
transmissions in buses, trucks and automobiles; inspecting,
adjusting, troubleshooting and repairing of bus door operation,
air ride systems, steering systems, and wheelchair lifts.
Starting Wage: $27.15 per
hour
Wage Range: $27.15 - $29.35 per hour
Minimum Qualifications:
Required: Any one of the following: 1) 3 years of
journey-level mechanical work experience in transit, bus or
over-the-road coach maintenance; OR 2) Completion of a recognized
2 year diesel mechanic vocational course of study plus 2 years
journey-level mechanical work in transit, bus or over-the-road
coach maintenance; OR 3) Certification as a journey level diesel
mechanic by a private or public agency recognized by Pierce
Transit; OR 4) Completion of a recognized 4 year diesel mechanic
apprentice program. Desired: Journey level
mechanical work experience on natural gas or propane-powered
spark ignited vehicles (bus or truck) or equipment.
Knowledge and Abilities:
Knowledge of: Methods, materials, tools,
and standard practices related to the maintenance and repair of
heavy-duty vehicles and equipment; principles of spark-ignited or
diesel powered engines; safety precautions followed in heavy
equipment repair shops. Ability to: Perform
essential functions including occasionally moving, lifting, and
maneuvering heavy objects in confined and/or awkward spaces; use
jacks, wrenches, grease guns, hydraulic hoists, cleaning
materials and other tools and equipment used in the service and
repair of heavy equipment; understand and carry out oral and
written instructions; work with other employees in a directed
work team environment; conceptualize required work through
personal observation or a verbal description and determine what
is necessary to obtain quality results; perform computerized work
order procedures; pass federally required drug and alcohol
testing.
Special Requirements:
Must be willing to work any shift (assignment to swing
shift, graveyard and/or weekends likely). Must possess a
complete set of heavy equipment tools with a roll-a-way toolbox
and a valid Washington State Drivers License at the time of
hire. Must be able to obtain a Class B Commercial Drivers
License permit (with a third party testing certificate) within
thirty days of hire and obtain a Class B CDL with Air Brake and
Passenger endorsements within 90 days of hire.

OFFICER

NOTE: Pierce Transit Security Officers hold
a Special Commission and are Specially Commissioned
Peace Officers. They are not fully commissioned law
enforcement officers, do not carry firearms when performing their
duties and do not have full powers of arrest as defined by RCW
10.93.020(5).

The Position:
Under direction, provides system security for Pierce
Transits assets, employees and customers. Essential
functions: Issues passenger exclusion orders according to
established procedures as part of the exclusion program.
Issues Notices of Infraction pursuant to RCW 7.80.050.
Conducts physical security assessments of transit facilities,
reports inoperable equipment, physical security breaches, all
threats to assets, employees and customers. Conducts thorough
patrols on foot and bicycles of various parking structures, park
and ride facilities, transit centers etc., as directed. Rides the
transit system buses as a means of transportation from various
locations and provides a uniformed presence on board the buses.
Uses issued radio and cell phone to communicate security related
information to supervisor and/or police. Completes various
reports including the Daily Field Activity Report, Security
Incident Reports, Monthly Reports, and Alarm Reports. Enters
information into security database. Searches transit facilities
and vehicles for suspicious devices, and/or people. Answers
customers complaints and requests for assistance. May serve
as a Field Training Officer (FTO) to other Transit Security
Officers.With the use of Closed Circuit Television (CCTV),
conducts active surveillance of various locations, captures video
evidence for the use in criminal and civil proceedings, listens
and responds to radio traffic, responds to employee reports of
suspicious activity, investigates and reports suspicious
activity, notifies law enforcement of criminal activity and
prepares detailed, specific reports; takes photographs of
evidence for reporting purposes. Conducts traffic control and
employee escorts as requested. Administers First Aid and
CPR if needed.
Hiring Rate: $36,766 annually. Salary
Range: $36,766 -$46,924 annually, paid on a
bi-weekly basis.
Minimum Qualifications:
Required: High school graduation or
GED. One year of experience in public sector security
field, military police officer, correctional officer or related
field. No major traffic violations within the last 5 years,
no felony convictions, no misdemeanor convictions involving
drugs, moral turpitude, or theft. Desired:
Experience in public transportation security. Special
Requirements: Must be able to pass 40-hour police
cyclist course. Must be able to work a flexible schedule
including weekends and night shifts. Must be available to
respond to security incidents throughout the service area. Must
be able to obtain a valid Washington State drivers license
prior to employment and successfully pass a thorough criminal and
civil background check.
Required Knowledge and Abilities:
Knowledge of: Policies and procedures regarding access
to buildings, vehicles and property; general safety precautions
and fire safety procedures; methods in communicating and dealing
effectively with staff, customers and members of the public;
first aid and other basic first responder techniques; effective
methods of observation and report writing. Skills: Use of
basic communication devices such as cellular phones, radios,
computers, direct connect technology; use of monitoring devices
such as CCTV; administering first aid; use of fire extinguishers;
observing behavior, gathering pertinent information and reporting
facts accurately and concisely; verbally diffusing or
de-escalating tense, intimidating or threatening situations;
remaining calm and focused in situations where personal safety or
safety of others may appear to be at risk; understanding and
applying written and verbal directions; using sound, independent
judgment within the scope of authority, policies, and procedures;
maintain positive working relationships with staff, customers and
supporting organizations, such as law enforcement, to promote a
sense of confidence in the safe and secure delivery of transit
services.
