The Board meeting begins at 4:00 p.m. and members of the public may attend the meeting in person or virtually through Zoom.\nThe purpose of this hearing is to receive public comment on a non-demonstration\, system wide Fare Amendment Proposal to adopt the ORCA LIFT program and to amend Pierce Transit Code Section 3.72.010\, removing the policy goal to achieve fare parity between adult fixed route service and SHUTTLE service. The ORCA LIFT program would allow for qualified riders to pay a reduced bus fare because their household income is less than or equal to 200% the Federal Poverty Level guidelines. This program is only applicable for Adult ORCA Fares. Youth 18 and under are currently free\, and Seniors have a reduced fare that aligns with the ORCA LIFT fare program. \nThe proposed fare amendments\, which also includes the ORCA LIFT program and related Title VI Equity Analysis\, will be considered for adoption at the February 13\, 2023\, Board of Commissioners meeting\, with the intent of the ORCA LIFT program being effective on April 1\, 2023. Regular transit riders often have a difficult time finding a parking space unless they arrive well in advance of their planned transit trip. The proposed program would offer a reserved parking option that would give regular transit riders a reliable place to park and improve transit operations by more evenly spreading out demand for parking spaces throughout the morning rush hour. \nThe purpose of the Public Hearing is to allow public comment on the proposal. Highlights of the proposed optional permit parking plan include: \n\nPermits would be optional.\nThere would be 200 reserved parking spots (150 single-occupancy and 50 high-occupancy)\, which totals 8.4 percent of the overall 2\,400 spots.\nThose parking without a permit could:\n\nUse the reserved spots for free after 8 a.m. on weekdays and all day on weekends\, or\nContinue parking in one of the 2\,200 non-reserved spots on a first-come\, first-served basis as they are today.\n\n\nIn order to hold a permit\, the transit rider must have 12 verified transit trips per month on a bus\, vanpool\, or Sounder train. For HOV\, at least two passengers in the group must meet this threshold.\nProposed pricing:\n\nHigh Occupancy Vehicle: Free for 2+ riders arriving together; riders must have ORCA card\nSingle Occupancy Vehicle (SOV): $80/month; must have ORCA card\nORCA LIFT SOV: $27/month with ORCA LIFT card\n\n\nPierce Transit Chief Executive Officer would be authorized to manage demand and waitlists by modifying percentage of reserved stalls and/or adjusting rates as needed.\n\nThe public is invited to appear at the hearing to offer testimony. The purpose of the hearing is to allow public comment on the introduction of a Pierce Transit specific adult monthly pass. The new pass\, if adopted\, would be implemented January 1\, 2019. \nCurrently\, adult riders may purchase a monthly regional pass for $72. This pass has a trip value of $2.00\, which covers the adult fare on Pierce Transit buses. The $2.00 trip value also applies toward fares when using other regional services. Pierce Transit is proposing a lower priced adult monthly pass that may be used only on Pierce Transit local bus service. The pass would have a trip value of $2.00 and be priced at $62. \nFor our customers’ convenience\, Pierce Transit is proposing to offer two options for the new pass: \n\nLoad on an ORCA card and it is valid for unlimited rides on Pierce Transit during the calendar month.\nPurchase the pass on PiercePaySM through the Hopthru app on mobile devices. This pass is a “rolling” 30-day pass. You may purchase the pass at any time. On the day you activate it\, the rolling 30-day period begins. This pass is valid for unlimited rides on Pierce Transit buses during the 30-day period.\n\nThe Pierce Transit specific adult monthly pass would not be accepted and would have no transfer value on other regional services\, nor on Pierce Transit SHUTTLE service.
